This project is to investigate, analyze and evaluate the sustainable material management utilization and improvement measures for waste tire and lead-acid battery recycling. The completed work items are as the following: Analysis of basic data of waste tire, we can find that re-used amount is the key to affecting the recycling system of waste tires. Therefore, we will promote and implement "the declare target quantity" of waste tire subsidized institutions as a management strategy. However, the waste lead battery recycling system is relatively stable, so it is recommended that the average of the average processing volume in the previous three months be used as the target management data indicator. Analyze and compare the abroad of the effectiveness and benefits of various waste tire and waste lead-acid battery treatment technologies. And the feasibility of recommending the introduction of domestic technology and the proposal to expand the direction of recycling pipeline from the perspective of circular economy. By studying and analyzing China's vulcanized rubber powder, road waste tire vulcanized rubber powder and rubber asphalt cement and other national standard specifications, it is used as a reference for domestic and foreign rubber powder products and construction related specifications. Investigate the relationship between in the major recyclers and subsidized institutions of waste tires and scrap lead-acid batteryin each county and city, and grasp the flow of recycling sources on the market. At the same time, it serves as a reference for emergency scheduling measures. We conducted a re-use flow and market survey for 10 domestic reuse agencies, the results of the interview can be used as an important reference for the analysis and promotion of back-end products.We also visiting the Japanese treatment company and recovery association for knowing the background and related policies about the alternative energy of waste tires and waste lead-acid battery. We cooperated with the Joint Resource Regeneration Foundation to complete 4 decree promoting conferences for advocate correct decree awareness and enforcement policies and their effectiveness. In order to effectively manage the recycling storage and disposal market ,and meets the current situation, we propose amendments to the recycling and disposal methods and facilities standards for waste tires and lead-acid batteries, such as the addition of resource recycling rate specifications and noun definitions, etc. Assessing the cost-effectiveness of each treatment technology, we found that rubber powder and recycled lead ingots have high resource value. Therefore, it has the incentive to encourage the development direction of the renewable market (such as material reuse). In order to increase the use of waste tire materials in the market, we suggested that it can continue to research and discuss the technology of the rubber powder materials applied to domestic public works in the medium and long-term strategy of re-using pipelines in the future.
